This game maxes out the GameCube GPU hardware by rendering as many frames as it can normally causing it to render between 20 - 30 FPS. Dolphin, by default, emulates an 'infinitely fast' GPU, causing the game to always run at 60 FPS, making it more demanding than most GameCube games. Use Dolphin's 'CPU Clock Override' in the Advanced configuration tab to lower the Gamecube's clock speed can force the game to slow down enough to be run properly.

VP6 Videos
Need for Speed: Hot Pursuit 2 uses the VP6 video codec, common in Electronic Arts' titles, causing its videos to have vertical line artifacts and other glitches on NVIDIA graphics cards. The Software Render will display VP6 video correctly, but is typically too slow. VP6 rendering also reacts poorly to the Force Texture Filtering enhancements (and Anisotropic Filtering on NVIDIA), causing further scrambling.
